Walang crisis! Veloso suggests Duterte can just cut off Carandang’s salary and dare Morales to defy him
Leyte Rep. Ching Veloso does not see any constitutional crisis arising from Ombudsman Conchita Carpio-Morales’ move to defy President Rodrigo Duterte’s order to suspend her deputy, Melchor Arthur Carandang.
The retired Court of Appeals Associate Justice said the President could opt to suspend Carandang not by removing him physically from his office but buy cutting off his salary.
In an interview with DZBB anchor Rowena “Weng” Salvacion, Veloso said: “It’s not actually a crisis because the law is well defined. ‘Pag sinabi sa section 8 paragraph 2, that only the President can remove a Deputy Ombudsman, the President will remove…ano ang tatanggalin nya? Ang sahod.”
Veloso said it would now be up to Morales whether to defy Duterte’s order not to give Carandang’s salary
“Pag tinanggal ang sahod, sinahuran ni morales, she will be committing technical malversation. Hindi lang impeachable, criminal offense pa,” said Veloso
Veloso said that in Morales case, her immunity from suit would not mean a thing if she would be charged criminally.
“P’wedeng agad. Magpa-file sa DOJ (Department of Justice), pagkatapos tuloy -tuloy,” said Veloso.
