Vice Mayor Adana faces graft raps for anomalous heavy equipment deal
The Office of the Ombudsman has found probable cause to indict Naga, Zamboanga Sibugay Vice Mayor Gemma Adana over a case of graft.
To be charged before the Sandiganbayan along with Adana are Bids and Awards Committee (BAC) members Oland Grijalvo, Felix Timsan, Emmanuel Enteria and Jonathan Cartagena as well as CVCK Trading General Manager Jose Ely Solivar.
The case stemmed from the municipality’s purchase of a road grader and road roller from CVCK in 2008 when Adana was still the town’s mayor.
The Ombudsman discovered that the purchase of the heavy equipment from CVCK pushed through even though there were changes in the technical specifications for the road grader and road roller.
It added that there was no justification or emergency presented to explain the amendments in the bidding project.
“A strict adherence to the principles, rules and regulations in public bidding must be sustained if only to preserve the integrity and the faith of the general public on the procedure,” the Ombudsman pointed out.
