Rama signs EO regulating “habal-habal” ops

Mayor Mike Rama issued Executive Order No. 8, creating the Cebu City Habal-Habal Drivers’ Coordinating Office (CCHCO), with the goal of formalizing and regulating this mode of transportation in the city.

The city government is aware of the prevalence of habal-habal drivers, who provide public transportation as one of their services.

“(The) City of Cebu recognizes the plight and concerns of the commuting public by coordinating with the carriers operating within its territorial jurisdiction,” part of the EO read. (https://shorturl.ac/7a965)

Section 2 of the EO states that the CCHCO will ensure the safety of those who use this mode of transportation by regulating the services of habal-habal drivers operating in Cebu City.

Habal-habal drivers are Cebu City residents and registered voters who have a driver’s license issued by the Land Transportation Office (LTO) and registered motor vehicles, the measure noted.

The CCHCO is tasked to promote road safety awareness seminars and information campaigns, as well as the obligations of habal-habal drivers in the city.

The office will also coordinate with the various associations of habal-habal drivers, as well as the Cebu City Traffic Office (CCTO), particularly when discussing the route and terminal of the habal-habal drivers.

It will also “facilitate and aid barangay and/or grassroots habal-habal associations.”

CCHCO will be led by an Executive Director, with some staff appointed by the mayor.
