Rama asks cops to secure Second Chance

Mayor Michael Rama has directed that the Cebu City Police Office take over Operation Second Chance, the city’s juvenile detention facility, immediately.
His order came just days after 17 minor detainees escaped on Wednesday. While their breakfast was being prepared, the minors allegedly involved in illegal drug and murder cases fled their cell.
Rama pressed Operation Second Chance head Dr. Ester Concha for more information about the escape during the walk-through at the venue of Sinulog at the South Road Properties yesterday. (https://bit.ly/3ivobZF)
CCPO Director Police Colonel Ireneo Dalogdog, who was also present during the walk-through, informed the mayor that some of the 17 minors who escaped had already been found and re-arrested.
It should be noted that Wednesday’s escape was not the facility’s first.
In fact, Rama had just switched the security guards there, yet the same incident continued. The mayor believes there is a “gap inside.”
He is hopeful that with the CCPO in charge, similar incidents will not occur in the future.
