Overpriced? Mayor Simaco faces graft raps over multi-purpose hall construction


Anda, Bohol Mayor Angelina Simacio faces graft indictment over the overpriced construction of a multi-purpose center in 2013 amounting to P2.4 million.

The Office of the Ombudsman ordered the filing of the graft case after finding probable cause to indict her.

In its resolution, the Ombudsman ruled that it is “convinced that the contract entered into by the LGU with A.S.O. Construction was manifestly disadvantageous to the government.”

Records show that Simacio initiated the construction of the Anda Multi-Purpose Building/Center using the Priority Development Assistance Fund (PDAF) of former Senator Juan Ponce Enrile.

However, the Commission on Audit (COA) discovered that project has been overpriced by P754,517.36 and recommended that the contractor, ASO Construction, refund the P2.4 million paid to it to the local government.

The COA explained “the excursiveness is due to the high labor cost which is higher than the normal and usual practice in construction, and an overestimated quantity of reinforcing steel bars.”
