One giant leap: Leonardia thanks Duterte for allowing LGUs advance payments for vaccines


Bacolod Mayor Evelio Leonardia, also League of Cities of the Philippines (LCP) national president, thanked President Rodrigo Duterte for authorizing local chief executives to make advance payments for the coronavirus disease (Covid-19) vaccines.

On February 18, Duterte signed Memorandum Order No. 51 “granting authority to local government units (LGUs) to make advance payments for the procurement of Covid-19 vaccines.”

“This is definitely a giant leap towards accelerating the implementation of our local vaccination programs,” said Leonardia. (

This, he added, has a direct impact, especially to LGUs that earlier entered into a tripartite agreement with the Department of Health, National Task Force Against Covid-19, and AstraZeneca.

The mayor said the city government is preparing the advance payment of 20 percent, as per contract, of the total cost of 650,000 doses of vaccines it will procure from AstraZeneca.
