Negros Occidental proposes P4.2B budget for 2020
The Negros Occidental provincial government has proposed an annual budget of P4.2 billion for 2020.
The proposed budget increased by five percent or P200 million, said Provincial Budget Officer Jose Percival Salado.
Salado said the proposal will be submitted by the executive department to the Sangguniang Panlalawigan of Negros Occidental by October 16. (http://www.visayandailystar.com/2019/October/08/topstory2.htm)
The budget, he added, does not include the increasing Internal Revenue Allotment (IRA) share of local government units (LGUs) as ordered and affirmed by the Supreme Court, in favor of the petition of Batangas Governor Hermilando Mandanas, who had questioned the process of allocating IRA funds to the LGUs.
Section 284 of Republic Act 7160, the law which created the LGUs, states that provincial, city and municipal governments should receive 40 percent of total national internal revenue taxes collected by the national government.
Salado, however, said there is a regular increase by 12 percent in the provincial government’s IRA.
