NegOcc gov says 2022 budget to be submitted this week
The Sangguniang Panlalawigan (SP) of Negros Occidental is expected to start its plenary deliberations on the proposed P5 billion budget for 2022 by the third week of October.
Governor Eugenio Jose Lacson said they will submit the proposed budget within this week to the SP.
Lacson said the provincial government expects an increase of P1.4 billion in the National Tax Allocation, formerly Internal Revenue Allotment (IRA), due to the implementation of Mandanas ruling, as ordered by the Supreme Court. (https://bit.ly/3DFq4b2)
The Mandanas ruling is a 2018 Philippine Supreme Court decision asserting that the bases of the computations of the IRA for local government units (LGUs) are erroneous, thus denying local government units a just share of the IRA.
With the Mandanas-Garcia ruling implementation in 2022, LGUs are projected to have a 27.61 percent increase in the total IRA shares.
The governor said the proposed budget will be spread out across agriculture, education, infrastructure, and health to ensure sustainability through another year of the pandemic.
