Where is the Department of Interior and Local Government’s guide on financial transactions?
The Sangguniang Kabataan in Iloilo province is raising this question as it said this will have a major effect on its functions.
Iloilo SK Federation President and Board Member Ma. Angelica Bianca Requinto said they are still following the old procedure where the barangay head must sign every financial document on the disbursement of SK money (https://thedailyguardian.net/local-news/lack-of-financial-guide-affects-sk-programs/).
She said the SK needs to have financial independence so it can implement projects without relying too much on elder leaders.
Currently, the SK gets its funds from the barangay.
At the 12th National Youth Parliament earlier this year, SK Federation presidents passed a resolution asking concerned agencies to issue the guidelines soonest.
Requinto added the DILG assured them during the SK National Summit that the guidelines would be released before the year ends.
In the meantime, she said she continues to push for policies that will benefit SK officials.
Meanwhile, the SK started its provincial congress last Dec. 1. The congress ends Dec. 3.
