Mediocrity should not be encouraged, Gwen tells teachers
Cebu Governor Gwendolyn Garcia told the Department of Education to stop the practice of promoting students to the next grade level despite poor performance.
Giving a passing grade for the effort despite poor academic performance only encourages mediocrity, said Garcia, who earlier pushed for the restoration of English as a medium of instruction in schools under the Cebu Province Division.

“We are encouraging mediocrity, and that is not what Cebu deserves. This is, for me, the greatest province here ever was. We should institute a standard of excellence here,” she added.
Garcia suggested that students who do not do well academically can take vocational courses.
