Malacañang to John Osmeña: Explain unauthorized purchases


The Office of the President has given Toledo City Mayor John Osmeña 15 days to answer a complaint against him over unauthorized purchases.

The Cebu politiko was earlier suspended by the Office of the Ombudsman for a separate administrative case.

In the new complaint, Osmeña is accused of entering into a P18-million purchase agreement with CEBU III Electric Cooperative, Inc in April last year without authorization from the Toledo city council.

He also supposedly entered into a P29.2-million deal with a certain Rizalito Mendrez and an P8.9-million deal with the heirs of Condrado Libre and Lucia Libre without prior authority from the city council.

The Local Government Code states that local chief executives must be authorized by the city or municipal council before entering into any contract.
