Loren Legarda pushes for forest restoration bill


Loren Legarda wants a more concrete response to the depletion of local forests.

The ex-senator now Antique congresswoman pushed for a new agenda in her environmentalist advocacy and drummed up support for her House Bill 9181 or the Philippine Ecosystem and Natural Capital Accounting System or PENCAS Law of 2021.

“This morning I delivered a message at the Forest and Landscape Restoration Webinar where I discussed the government’s policy for the restoration of our degraded forests and landscapes,” the politiko said.

“This bill seeks to institutionalize a Philippine Ecosystem and Natural Capital Accounting System (PENCAS) to correct the misconception that we have to choose between the environment and the economy, that our economy will only ever be as robust as our natural capital.”

To her, greening projects are always a local concern.

“I also reminded that restoration action is always local and that we succeed or fail depending on how well we do at the level of communities,” she added. “We must ensure the effective implementation of our environmental laws and that our people understand and benefit from them.”
