Leonardia asks DILG to intervene over S-PaSS

Bacolod Mayor Evelio Leonardia urged the Department of Interior and Local Government (DILG) to direct the Negros Occidental provincial government “to avoid implementing the S-PaSS requirement” for Bacolod-bound airline passengers.

On November 22, Leonardia wrote DILG regional director Juan Jovian Ingeniero, also the Western Visayas chair of the Regional Inter-Agency Task Force for the Management of Emerging and Infectious Diseases, after the Provincial Administrator Rayfrando Diaz II stood firm on the imposition of an S-PaSS for Bacolod inbound passengers arriving from the Bacolod-Silay Airport.

The mayor earlier issued Executive Order 53 removing the S-PaSS requirement after the city was placed under alert level 2 from November 15 to 30. (

Contrary to claims that EO 53 is illegal, Leonardia reasoned that his order is in conformity and in compliance with the “Guidelines on the Implementation of Alert Level System for COVID-19 Response in Pilot Areas as of October 13, 2021” issued by the government’s Covid-19 task force.

Under EO 53, air travelers inbound for Bacolod City are still required to present only their vaccination cards for those who are fully-vaccinated, and negative RT-PCR test results for those who have yet to complete their vaccination or unvaccinated.

The provincial government, on one hand, requires the S-PaSS for all travelers coming in via the Bacolod-Silay Airport regardless of their vaccination status and despite the fact that they are inbound for Bacolod.
