Kumickback pa! Ex-Bohol mayor Molina slapped with P10K fine for padding business permit fees


Former Carmen, Bohol mayor Manuel Molina has been slapped with a P10,000 fine for illegal fees added in the release business permits in 2009.

The Sandiganbayan 2nd Division imposed the fine after it found Molina guilty of illegal exaction in violation of the Revised Penal Code (RPC).

Also convicted with him is former municipal trasurer Fulgencio Pena who was also ordered to pay the fine.

The case stemmed from the P300 they asked for every applicant in February 2009 which totaled P110,700.

In its decision, the anti-graft court did not accept his claims that he did not collect the additional charge.

Under the Local Government Code, the court reminded that the mayor is tasked to “ensure that all taxes and other revenues of the municipality are collected.”

“To that end, therefore, his role in such pecuniary activity of the municipality elevates to a legal certainty,” the court ruled.
