Iloilo Gov approves add’l district hospital
ILOILO CITY — Governor Arthur Defensor, Sr. signed on Thursday the
resolution converting San Joaquin Mother and Child Hospital (SJMCH) in
San Joaquin town, Iloilo into a district hospital.
Defensor signed Resolution 2019-054 that embodies Provincial Ordinance
2018-191 proposing the operation of the SJMCH under the Hospital
Management Office (HMO) of the Iloilo Provincial Government and
creating required plantilla personnel, therefore providing funds.
The ordinance, which was passed on the third and final reading on the
plenary on Tuesday afternoon, was sponsored by 1st District Rep.
Marcelo Valentine Serag.
“With the conversion, the provincial government can shoulder not only
the hospital’s maintenance and other operating expenses (MOOE) but
also the personal services. That means the employees we hire for the
hospitals are covered,” Serag said.
The fund of P43 million which is composed of P26 million for MOOE and
P17 million for the salary of 32 personnel was included in the
P3.7-billion proposed budget for 2019.
Serag said the approval of the ordinance will assure that the hospital
will be allocated with funds annually.

Although the 2019 executive budget of Iloilo was not yet passed,
Defensor assured that SJMCH has sufficient funds.
“It was funded late last year in the amount of PHP6 million subsidy.
It will not be a problem,” Defensor said in a press conference.
Inaugurated in April 2013, the SJMCH was placed under the supervision
of the municipality of San Joaquin and Western Visayas Medical Center
(WVMC), a government hospital supervised by the Department of Health
(DOH), during its initial operations.
Serag said the move to absorb the SJMCH as one of the district
hospitals in the province will benefit the nearby towns as Rep. Pedro
G. Trono Memorial District Hospital in Guimbal town operates as the
sole district hospital in the first district.
The first district of Iloilo is composed of seven municipalities with
381,101 total population.
Other district hospitals in the province are Aleosan District Hospital
