Ex-Siquijor mayor Fua faces graft raps over fertilizer fund scam
Former Lazi, Siquijor mayor Orville Fua has been charged with graft over his involvement in the alleged anomalous purchase of P7.68 million worth of fertilizers.
The Office of the Ombudsman filed the case before the Sandiganbayan after finding probable cause to indict him with two counts of graft over the purchases made in 2004 and 2005.
Also named as his co-accused are then-municipal accountant Ana Marie Leilani Monte; municipal treasurer Rose Marie Tomogsoc; Bids and Awards Committee (BAC) members Ivan Marchan, Natalio Jumawan Jr. and Sue Agnes Castillon; and former municipal planning and development coordinator Teodoro Jumadla Jr.
The charges concern the fertilizers purchased from Mangopina Trading Company in 2004 and Perzebros Company in 2005.
However, the Ombudsman alleged that the deals pushed through despite violations of the procurement process including the premature issuance of the purchase requests, reference to brand names, lack of performance security bond, and the lack of proof of the project’s implementation.
