Ex-Occidental mayor Galsim loses bid to halt trial


The Sandiganbayan 2nd Division has decided to proceed with the graft trial of former Santa Cruz, Occidental Mindoro mayor Filemon Mamaril Galsim over his involvement in the alleged anomalous purchase of an overpriced property.

The anti-graft court has issued a resolution which denied his motion to quash his graft case

“They contain all the elements of the violation,” ruled the court as it disagreed with his claim that the charge does not constitute an offense and that the Information is not supported by evidence adduced during the preliminary investigation.

“As to whether the prosecution will be able to prove the allegations, the same shall be determined after the presentation of evidence during the trial of the case,” it pointed out.

The case stemmed from the purchase of a 2,123-square meter lot in Poblacion II, Sta. Cruz owned by Teresita Asis Mercene.

The property was bought for P1,491,832 at P702.70 per square meter.

However, the Office of the Ombudsman which filed the case pointed out that the purchase was disadvantageous to the government since the approved market value was fixed at P580 per square meter.
