Comelec junks poll protests vs NegOcc mayor, VM
The Commission on Elections (Comelec) junked the electoral protests filed by losing mayoralty candidate Carmina Bascon and her running mate Raymund Gatuslao against Himamaylan City, Negros Occidental Mayor Raymund Tongson.
The poll body’s First Division, in its decision dated August 13, 2019, dismissed the case for being “insufficient in form and content”, as required by Comelec rules.
Members of the Comelec First Division are presiding Commissioner Al Parreño, and Commissioners Ma. Rowena Guanzon and Marlon Casquejo. (http://www.visayandailystar.com/2019/October/09/topstory9.htm)
On July 24, 2019, the Commissioners also dismissed for similar reason the poll protest filed by Gatuslao against Vice Mayor Justin Silos Gatuslao.
Bascon lost to Tongson by 6,355 votes in the May 2019 elections. Justin, on one hand, defeated his cousin by 5,592.
The Comelec had issued certificates of finality relative to its decisions on the electoral protests because motions for reconsideration were not filed within the period prescribed.
