COA tells Cebu: Obey SC, return P42M unused pork
The Commission on Audit (COA) has called on the Cebu provincial government to remit to the national treasury P41.74 million in unused Priority Development Assistance Fund (PDAF) proceeds, in compliance with the Supreme Court’s (SC) November 2013 decision to strike down the pork barrel as unconstitutional.
In its 2017 annual audit report, the COA stressed the SC required that the “remaining PDAF Fund… shall not be disbursed/release[d] but instead reverted to the unappropriated surplus of the general fund.”
The COA said the Cebu government’s failure to remit the unused PDAF funds “deprived the National Government of much needed funds to finance its other priority projects.”
The unused funds were supposed to have been used for health assistance and social services to indigent constituents, local government projects, road maintenance and repair, multicab purchases, school repairs, and the promotion of mango and muscovado sugar production.
