Christina Frasco shares how she grew to love LGBTs
Spending time in her mom’s old salon gave her an early start.
Mayor Christina Garcia-Frasco painted Liloan, Cebu in rainbow flaglets as the local LGBTQI community staged their pride parade. The politiko shared how much she values and cares for their group, saying that she has made it a personal battle to ensure their rights.
Upon assuming office, the mayor’s first few projects included creating an LGBT federation to include them in various committees at the municipal hall.
“While I cannot even begin to compare my own challenges to the range of difficulties and discrimination members of this Community face, this advocacy is of personal significance to me,” Frasco said.
She revealed how she got exposed to their lovely sisters, as the staff of her mom Cebu Rep. Gwendolyn Garcia once owned a salon who had gay attendants.
“I grew up surrounded by and in awe of their talent, their kindness, and their capacity for love,” she recalled.

Love wins in Liloan. 🇵🇭❤️🏳️🌈 . This was my message to the LGBTQI Community in the Congress our Local government organized for them recently. . The LGBTQI Community contributes so much to our economy, our culture and our country, and yet, they get very little or no assistance or protection from government. And so, one of my first priorities as Mayor was to ensure equal opportunity and proper representation. In 2016, we formed the #Liloan LGBT Federation, with membership from all barangays. . Since then, there has been an LGBTQI representative in all our major local government councils and committees, greatly ensuring that their voices are heard and their needs are met. We have organized annual programs and events for the purpose of highlighting the community such as our Queen of Liloan, Color Run, free HIV testing and counselling, and the like. We also established the very first gender neutral public restroom at our Municipal Plaza, and in our weekly Liloan Loves Puroks program across our 231 puroks, there is an LGBTQI desk to give government assistance. . While I cannot even begin to compare my own challenges to the range of difficulties and discrimination members of this Community face, this advocacy is of personal significance to me. For one, I grew up surrounded by and in awe of their talent, their kindness, and their capacity for love (thanks to my Mom @gwengarcia_cebu who has been their staunch supporter from when she owned a Salon in Ormoc to when she was Governor, supporting festivals in Cebu&founded Pasigarbo sa Sugbo, to her congressional bill supporting same sex civil unions). . For another, during the campaign trail leading up to the 2016 elections and now in 2019, the primordial issue launched by our opponents has been to label me an outsider and an outcast unworthy of the people’s love or trust, not being a “lumad na Liloanon”. Out of this, I vowed to myself to be a Mayor that fosters love, acceptance, and tolerance, and to govern with fairness, prioritizing equality and inclusiveness, ensuring that noone is ever left behind. .
