Capiz town VM Alayon denies wrongdoing

Sigma, Capiz Vice Mayor Stephen Alayon disregarded the graft complaint filed against him before the Office of the Ombudsman.

Alayon denied doing anything illegal or stealing public funds.

In filing the complaint against Alayon, Sigma mayor Christopher Vincent Andaya alleged that P265,800 of funds for Maintenance and Other Operating Expenses under the Vice Mayor’s Office was converted into financial assistance and disbursed without authority of any law, ordinance or appropriation resolution from the Sangguniang Bayan. “Is it wrong for a public servant to provide assistance to constituents?” the vice mayor said in the vernacular. “From what I understand, I didn’t do anything wrong,” he added.

Andaya claimed that from January 2020 to September 2020, municipal funds totaling P265,800 were disbursed to various recipients.

The disbursements could constitute violations of the Anti-Graft and Corrupt Practice Act, Revised Penal Code or Local Government Code of the Philippines and other relevant laws and regulations, the mayor said.

For his part, Alayon explained that the released financial assistance went through a process and was based on the pronouncement of President Rodrigo Duterte that unused funds can be used for Covid-19-related assistance and passed the assessment of the town’s budget officer, accountant and treasurer.
