Antique mayor Posadas, daughter charged with estafa
The Iloilo City Prosecutor’s Office found factual basis to charge Valderrama, Antique Mayor Jocelyn Posadas and her daughter Atty. Charmaine Filarmeo with estafa over their failure to account for funds allegedly entrusted to them, amounting to P11 million.
Solexar Energy. International Inc. charged Posadas and Filarmeo with three counts of estafa. They are facing graft cases under the Anti-Graft and Corrupt Practices Act before the Office of the Ombudsman.
The town mayor was also accused before the Ombudsman for violations of Republic Act 6713, or the Code of Conduct and Ethical Standards for Public Officials and Employees.
In 2013, Solexar sought the services of Posadas and Filarmeo for the purchase of a 55-hectare agricultural land in Tigbuan, Iloilo as its project site. The defendants were issued vouchers for the processing of the land conversion, according to the complaint.
Solexar conducted an audit and found P11 million unaccounted. Posadas and her daughter, however, failed to return the amount.
“There is no dispute that respondents, as lawyers of the complainant corporation, received the money for payment of certain fees. However, they failed to promptly account how the money was spent. This raises the presumption the respondents misappropriated the money for their own personal use and benefit,” the eight-page resolution read.
