Adopt, give life-changing chance to abandoned, neglected children – Daza

Northern Samar Rep. Raul Daza called on prospective parents to use the new law on adoption and “give a life-changing chance for children who have long been waiting for the fulfillment of their dreams to have families!.”
Daza made the statement after President Rodrigo Duterte signed into law the measure that will make it easy to adopt abandoned and neglected children.
He said this is the first bill that he filed in the 18th Congress in July 2019.
“I have dreamt of a future like this—where our society allows adoptive parents and adopted children to enjoy the fullness of blissful family life, without the long and tedious court proceedings,” Daza said.
He said there are about 1.8 million Filipino children who are waiting for loving homes.
The new law mandates the adoption process (non-relative, relative within 4th degree of consanguinity or affinity and cases of adult adoption) to become purely an administrative proceeding removing the present long judicial process.
It also creates the National Authority for Child Care (NACC), which shall be in-charge of all functions related to alternative child care including the declaration of legal availability of a child for both domestic administrative adoption and inter-country adoption, foster care, kinship care, family-like care, or residential care.
Under the law, adoptive parents may avail of paid maternity and paternity leaves as provided under existing laws for biological parents, provided that the leave benefits shall only be availed of within one year from the issuance of the Order of Adoption.
